Global consulting firm Actum announced it is acquiring Modern Advocacy, a New York-based government relations and political consulting firm, bringing founder Joe Rossi on board as a managing director.
The move strengthens Actum’s New York practice and adds a Syracuse office to the firm’s portfolio, which includes locations in Sacramento, Los Angeles, Washington, D.C., New York City, and London.
Rossi, a North Syracuse native and veteran strategist, founded Modern Advocacy in 2025. The firm quickly built a reputation advising clients across regulated industries including healthcare, infrastructure, and cannabis policy.
Rossi has been a key player in Albany and across Upstate New York, known for strategic insight and disciplined execution. In 2025, he served as campaign manager for Sharon Owens, leading what the firm described as a historic victory that demonstrated his ability to build winning coalitions.
