Oswego Health Expands into Onondaga County, Investing in Primary Care with New Clay Medical Practice

(Clay, NY - February 2, 2026) Oswego Health Medical Practice, a nonprofit, multi-specialty healthcare group serving Central New York for more than a century, is proud to announce the opening of its newest primary care clinic in Clay, marking the organization’s first expansion into Onondaga County. Located within the Belgium Meadows Office Park at 3448 State Route 31 in Baldwinsville, the approximately 6,000 square-foot Clay PrimeCare clinic officially opens March 2 and represents a strategic, mission-driven investment in a community facing a documented shortage of primary care providers.

Access to primary care remains one of the most significant healthcare challenges across Central New York. Oswego Health’s expansion into Clay is part of the organization’s three-year strategic plan to strengthen access to care, improve continuity, and respond directly to growing community need, particularly in northern Onondaga County. As a nonprofit healthcare system, Oswego Health views this expansion not simply as growth, but as a responsibility to ensure preventive, community-based care is available where it is needed most.

Oswego Health Medical Practice brings deep experience and broad clinical scope to the region. The multi-specialty medical group is comprised of more than 100 physicians, advanced practice providers, and caregivers delivering accessible, high-quality care across Central New York. Services include primary care, bariatrics, cardiology, ear, nose and throat care, gastroenterology, general surgery, orthopedics, pulmonology, and urology, all supported through affiliation with Oswego Hospital. With the opening of the Clay clinic, Oswego Health Medical Practice now operates seven primary care locations, including three in Oswego, two in Fulton, and one in Clay, in addition to an on-site PrimeCare location serving Novelis employees and retirees.

Clay PrimeCare will offer comprehensive primary care services for patients ages five and older, along with on-site laboratory services designed to support timely diagnosis and treatment. As part of a second phase, the clinic also plans to feature rotating specialty care office hours starting Summer 2026, providing local access to board-certified clinicians specializing in orthopedics, general surgery, and gastroenterology. By keeping care within one integrated system, patients benefit from coordinated services, smoother transitions between providers, and improved access to diagnostics, specialty care, and hospital-based services when needed.

This expansion reflects a thoughtful, long-term investment in strengthening primary care, improving prevention, and ensuring continuity of care for the communities we serve.”

The Clay practice will be led by Dr. Andrew Rogall, a board-certified family medicine physician who has been caring for patients with Oswego Health Medical Practice since 2019. Dr. Rogall earned his medical degree from Saba University School of Medicine and completed his family medicine residency at LSU Family Medicine in Lake Charles, Louisiana, where he served as Chief Resident. He also holds a degree from Queen’s University in Kingston, Ontario. A resident of Clay, Dr. Rogall has built a strong and loyal patient following and is deeply invested in the community he calls home. His transition to the Clay clinic allows him to continue providing high-quality, compassionate care while expanding access for individuals and families in the area.

Joining Dr. Rogall in April will be Michelle Burns, FNP, further increasing appointment availability and access to care for patients. Burns is a lifelong resident of Phoenix, New York, and brings more than two decades of clinical experience to the role. She earned her Master of Science as a Family Nurse Practitioner from SUNY Upstate Medical University in 2024, her Bachelor of Science in Nursing from SUNY Upstate in 2021, and her Associate of Applied Science as a Registered Nurse from St. Joseph’s College of Nursing in 2005. A registered nurse since 2005, Burns has held positions at St. Joseph’s Hospital, SUNY Upstate Medical University Hospital, and several other regional hospitals, both as a travel nurse and, more recently, as a Nurse Practitioner with Matrix Medical LLC, contributing experience across acute, outpatient, and community-based care settings.

The Clay practice will be supported by Site Manager Jessica Bouchez, who oversees day-to-day operations and ensures a welcoming, patient-centered experience. Bouchez earned her Associate Degree in Early Childhood Education from Ashford University and has advanced through multiple roles within Oswego Health, including Emergency Department Patient Access Representative, Referral Center Specialist, and RSP Team Lead, bringing strong operational knowledge and a patient-first approach to the new clinic.

As part of its long-term commitment to the region, Oswego Health plans to recruit an additional physician in Spring 2026, further expanding access to primary care in northern Onondaga County. At the same time, Oswego Health continues to invest in its existing communities to strengthen access to primary care across Oswego County. At Fulton PrimeCare, the organization has recently welcomed Christine Ma, DO and Casey O. Donovan, MSN, FNP, RN, further expanding care availability for individuals and families. Dr. Ma completed her family medicine residency at Lehigh Valley Health Network, where she served as Chief Resident, earned her Doctor of Osteopathic Medicine from Lake Erie College of Osteopathic Medicine, and is fluent in both English and Korean. Donovan brings nearly a decade of experience in emergency and critical care at Oswego Hospital and earned his Master of Science as a Family Nurse Practitioner and Bachelor of Science in Nursing from SUNY Polytechnic Institute, holds a Bachelor of Science in Biology from SUNY Brockport, and completed his Associate Degree in Nursing at Cayuga Community College. Both providers are now seeing patients at Fulton PrimeCare.

“This is not about moving care away—it’s about growing it,” Backus added. “Primary care is the foundation of a healthy community, and we are committed to investing in it wherever the need exists.”
